Hot tub rules in Guelph
Every municipality sets its own rules for hot tubs. This is what the City of Guelph publishes:
- The City’s swimming pool by-law requires a permit before a hot tub is installed.
- A hot tub must have a compliant safety cover — you provide the manufacturer’s specifications — or be enclosed completely by a fence, a house wall, or both.
- A fence used as the enclosure must be at least 1.5 metres (4 feet 11 inches) high, measured from ground level.
- Questions about permits, inspections and fencing go to the City’s Building Services.

The cover that comes with an Arctic Spa is rigid, locks, and meets ASTM Standard F1346-91 — the safety-cover standard several Ontario municipalities name. Ask your showroom for the cover’s specifications if your municipality wants them with a permit application.
Separately, anywhere in Ontario: electrical work you hire out must be done by a Licensed Electrical Contractor, who files the notification of work with the Electrical Safety Authority. Every spa needs a GFCI breaker. See our site preparation guide for the electrical supply each spa needs.
